Charles T. (Tobe) Plough, has worked as a management consultant to the major oil and gas companies in Santa Barbara County since 1993, specializing in government, regulatory and financial issues. He has a wide knowledge of energy issues in California and the United States. He has also worked with companies in the State of Qatar in the Arabian Gulf.

In Santa Barbara County Tobe served as Grand Jury Foreman in 1991-1992 and led investigations of the Air Pollution Control District, Resource Management as well as a thorough review of lease/debt policy in the county.

Tobe is an avid cyclist and he currently serves on the boards of the Taxpayer Association, COLAB and the Santa Barbara Bowl Foundation.
